

FINANCIAL:
- The Department of Consumer Affairs’ Bureau of
Automotive Repair provides financial assistance to
qualified consumers whose vehicle fails a biennial (every
other year) Smog Check inspection. Qualified consumers
may receive financial assistance to make Smog Check
related repairs or retire their high polluting vehicles.
Smog Check - Consumer Assistance Program
(CAP) Option 1 - Repair Assistance:
Consumers may qualify from the State for up to
$500 in emissions-related diagnostic and repairs
services to your vehicle at a CAP-approved
station. Based on availability of State funds, there
are two ways to qualify:
1. Income Eligible
2. Test-Only Eligible
Option 2 - Vehicle Retirement:
If you do not think your vehicle is worth repairing,
and you qualify, the State will pay you $1,000 to
voluntarily retire the vehicle at a CAP-approved
dismantler, based on the availability of State

- California’s Low Cost Auto Insurance Program
The State of California has developed a program to help
income eligible good drivers get low cost automobile
insurance for under $400 a year - (Liability Only).

TRANSPORTATION:
- A Full Ride At A Quarter Of The Cost. The Taxi Scrip
Program is funded by Measure C (www.measurec.com)
for Fresno County residents over the age of 70. Fresno
County seniors receive a 75% discount on taxi fares by
purchasing taxi scrip. Eligible applicants are allowed to
purchase up to 5 ticket books per month at a cost of $5.00
each (value of $20.00 per book). Seniors can obtain
applications and purchase taxi scrip at various locations
throughout Fresno County or from Fresno Council of
Governments (COG) via U.S. Mail. Forms may also be
